How to apply Beatrice's tattoo decal?

I'm so confused about how to apply Beatrice's uniform set tattoo decal. I thought it'd be like a sticker that I can peel, but I don't think that's the case... Step-by-step instructions would be greatly appreciated! ;_; Thank you so much!

is it like an old model-kit decal, where u gotta get it wet (like, float in lil bowl of water wet!), then carefully peel off the paper and apply? ... followed by frustrated shifting of wet piece around the area 'till it's settled juuuuust right
