How Do I Make a Skirt/Dress Puffy?

So I've seen many great pictures of DDs wearing a very puffy skirt/dress. They look so elegant and adorable. I have been thinking about this, I don't think me buying a skirt for my girl will get the same result. They'll look flat. I don't suppose Dollfie Dreams have a tulle/petticoat? Or do they?

They usually come bundled as part of different outfit sets you can buy. I'm not sure if anyone sells them separately (maybe CoolCat?), but in any case once you have a few outfits for your doll you'll have several kinds of petticoat you can use as desired.

Petticoats are also fairly easy to make--they're just gathered tulle, which doesn't even need to be hemmed.
