Bumps in vinyl?

You can try removing that part and do one of the following:

1) Put it in or run under warm to mildly hot water till vinyl softens a bit, then gently roll and squeeze it in your hands or on a hard surface. Make sure to put something like a paper towel down so you don't risk staining if you roll it on a surface.

2)You can also use a hair dryer and again roll/squeeze it to see if that works out the bumps/indents. Be careful not to handle the part if its to hot, and also don't keep the heat on it to long 2-3 seconds should be good.

 

You may also want to check that the internal parts are not jammed/pushed in to deep, or that the part itself is not mismatched.

I agree with dollvari, it almost looks like the wrist parts are pushed too far into the arm, or were at one point. I would definitely try heat also. A hair dryer is probably going to be one of your easiest options. You’ll probably need to get the vinyl really hot to the touch to be able to shape it at all, so maybe try to find gloves or something that will help you hold it and try to shape it back to normal without hurting your hands.
