Fairyland S hook scratching neck

I was wondering if anybody had any experience with Fairylands (Feeple60, although I don't know if that matters). The mechanism in the neck is different than the standard bjd from my understanding. As the hook sits slightly inside the neck hole in order to have a turn key style head lock. I have had troubles with my doll since I got her. Her head tends to snap to one side even after I restrung her to a lower gauge elastic and looser. When her head does this the s-hook inside catches the edge of the neck and leaves gouges. I fixed the gouges once already with milliput and sanded the s-hook to take away the sharp edge it had. The new gouges are now eating away at the milliput although they are not as deep as before. 

So my question is, should I sand the hook some more? Would putting a dab of hot glue around the end of the hook maybe stop this? Maybe i am just doing something wrong from the beginning?
