Somehow, she's become Millicent's adopted little sister. We're not sure how that happened yet, though! Perhaps she'll tell us, eventually.

Penelope is the cheeky little sister of Millicent. She's a bit lazier than her big sister and prefers to lounge around, play games, and have her own indoor dress-up sessions rather than explore outside. Though she'll touch grass occasionally if she's dragged out and despite her saying otherwise, she totally enjoys it, if not at least because her big sister likes bringing her out. She might look like one to cause a little cheeky trouble at every corner, but really, she's a loving little sister.

Penelope likes wearing outfits that show off her personal style, be it colourful, frilly clothes that show her playful side, or a smart aesthetic that makes her look more conniving than she really is.
