How would I make a wig... kinda stringy looking?

As the title asks.  Sort of like the hair hasn't been washed in about a week.  (If anyone knows who Emerson Barrett is, that's the look I'm going for).  I thought maybe water wax, but if that wouldn't do it, then I don't want to buy it as I wouldn't use it for anything else.

Maybe try Human grade hair fiber. Doll grade fiber tends to be thinner and finer so that it looks more natural on a smaller scale. Human grade fiber is more coarse; it might just be what you are looking for.
